E-Learning

Electronic Learning or can be called E-Learning is a term for all types of technological enhanced learning or knows as TEL, where technology is used to support the learning process. E-learning has been defined as “pedagogy empowered by digital technology”. E-Learning is used interchangeably in a wide variety of contexts and no face-to-face interaction takes place at all in the whole process of learning.

Lately in most Universities in Malaysia, e-learning is used to define a specific mode to attend a course or program of study where the students rarely attend face-to-face for on-campus access to educational facilities because they did study online without going to classes in universities. UTM is an example of the universities which provides E-Learning.

Pros of E-learning on students perspectives

Convenience

E-learning courses are primarily independent of time and pace such as students can access instruction any time no matter where they live or travel. Online instruction knows no geographic boundaries and link students from all over the world so that students can share ideas in a culturally diverse setting with people from different social, economic, and experiential backgrounds.

E-learning enable students study anywhere they have access to a computer and internet connection. Students can learn at their own place and study at their convenience and class work can be scheduled around work and family. E-learning can accommodate different learning styles and facilitate learning through a variety of activities and student which have financial difficulties can continue working at their current job meanwhile they can take classes. This also will allow students to earn a living and gain work experience and able to apply it in their course work for a better results.

Students does not need to follows the learning modules like studying in an actual university, E-learning provides self-paced learning modules that allow students to work at their own pace and convenience. Instruction and course work can be highly customized to your field and subject especially computer based training (CBT). In E-learning, students have the option to select learning materials that meets their level of knowledge and interest and they also can test out on materials already mastered and concentrate efforts in mastering areas containing new information and skills.


Contemplative and reflective learning

Online courses can provide individualized attention and interaction depth from instructors and students that are not achievable in large classroom environment. E-learning do encourage contemplative and reflective learning opportunities such as students have time to reflect before responding.

E-learning helps in students communications that eliminate the barriers that inhibit some individuals from expressing themselves when in face-to-face conversation. Students can concentrate and think about the readings before participating in the discussions in a quiet space and time without interruptions environment. Students may find distance learning more effective for those that prefer express themselves in writing rather than verbally. Students can learn in a fewer errors, safer environment and develop knowledge of the internet and computers skills that will help them in their future lives and careers.


Reduces preconceived notions

The online format reduces preconceived notions based on students age, gender, race, background, or level of experience. Through E-learning, students can receive and give valuable feedback to each other and learn from people with a broad array of backgrounds and experience with less judgment than might be found in a face-to-face situation.

Students have the flexibility to join discussions in the bulletin board threaded discussion areas at any hour, instructors and students both report E-learning fosters more interaction among students and instructors than in large classrooms. Students that successfully completing E-learning courses builds self-knowledge and self-confidence that will encourages students to take responsibility for their learning.


Cons of E-learning on students perspective

Only effective on self-disciplined students

Students with low motivation may fall behind and E-learning need the discipline to study on their own. Students need to plan and adjust their own studying schedule around assignment due dates and student must be able to work unsupervised such as solve and problems independently without relying on others.


Confusion in study

Without the routine structures of a traditional class, students may get confused about the course activities and deadlines. Instructor may not always be available when students needs help and students may need to wait for feedback and responses from peers and instructors for maybe a period of time.


Less physical interaction

Students may experience feelings of isolation or a sense of detachment from their school and lack of face-to-face interaction or difficulty in developing relationships with classmates.


Limited connection speed

Slow internet connections such as limited local networking opportunities or older computers may make accessing course materials frustrating that need a new budget for additional high-speed internet costs and equipment needs for students and learning providers do costs a lot.


Required basic computer knowledge

E-learning requires students to manage computer files and online learning software that will be complex for some students with beginner-level computer skills thus may require students to learn new or enhance computer and troubleshooting skills.

E-Government in Malaysia and its Citizen’s Adoption Strategies

E-Government (also known as e-gov, digital government, online government or transformational government) is a combination of usage on information and communication technology to provide and improve government services, transaction and interactions with citizens, businesses, and other arms of government.

Nowadays, many countries are developed e-government towards the public and business, including Malaysia. In Malaysia, e-government was started when the initiation of the Multimedia Super Corridor (MSC). Currently, there are seven main projects of the e-government applications under 3 categories in Malaysia, such as the picture shown below:


Government to Government (G2G)

1. Human Resource Management Information System (HRMIS)
It is an integrated, technology enabled Human Resource Management Information System for the Malaysian Public Service. Thus, it also generates relevant data and information which would help to create knowledge based society through research.

2. Generic Office Environment (GOE)
GOE enables users to effectively and efficiently manage their office environment by deploying multimedia information technology. It consists of Enterprise-wide Information Management System (EIMS) which provides universal interface for users to access up-to-date, accurate information by quick-and-easy method that they need in their day-to-day operations.

3. Project Monitoring System (SPP II)
The purpose of SPP II is to support and monitor the entire life cycle of Malaysia's five-year development programmes, such as project profile, financial and cash flow as well as analysis and evaluation.

Government to Citizen (G2C)

1. Electronic Services (E-Services)
This project allows Malaysian to engage in transactions with government and utilities payments. By using e-services, no more queuing, traffic jams or bureaucratic hassles and one can now conduct transaction at one’s own convenience. Typical examples will be the Tenaga Nasional Berhad (TNB) and Telekom Malaysia (TM) utility bill payment services.

2. Electronic Labor Exchange (ELX)
ELX is used to be one stop centre for labor market information, as supervised by the Ministry of Human Resource (MOHR), to enable employers and job seekers to communicate on the same platform. JobsMalaysia.gov.my is one of the examples of ELX.
3. E-Syariah
E-syariah is a system which enable the Syariah courts to conduct its management and administration through multimedia information technologies. It was commenced on 13 October 1999 with the objective to form electronic government networks between State Syariah courts and various governments' department throughout Malaysia. Examples for E-Syariah will be Jabatan Kehakiman Syariah Malaysia (JKSM).


Government to Business (G2B)

1. Electronic Procurement (EP)
An electronic procurement system enables suppliers to sell goods and services to the government through the Internet. Suppliers “open shop” on the World wide Web, advertise their goods, present their pricing, process orders and deliveries. Examples for EP will be ePerolehan.gov.my.

Citizen’s adoption strategies

There are 13 state as well as 13 e-government websites in Malaysia and we'll review one of the state government's websites to determine what is the current adoption strategies. Below is the screen shot of Penang's e-government web (http://www.penang.gov.my/).

In order to make citizens to be more participate in Malaysia e-government, the overall structure design should be taken into account as it will contrast the level of credibility for the websites. According to the analysis by Fogg and the rest researchers (Reference provided at below), there are 5 factors which affect the credibility of a websites. We'll compare Penang government's website whether does their website satisfied to these 5 factors.

1. Real-world Presence
Real-world presence means that the website do provide organizations' (which has actual existence) physical address as well as phone number to users. From the screenshot above, we can see that the website has provided an address and phone number at the bottom of the page. It allows citizens to call to the office whenever they had a question which answer cannot be found from the website.

2. Small Errors
To ensure credibility of a website, small errors must be eliminated. After we browsed through penang e-government web, we found out there still some place need to be fixed. For examples, while we click on Media Center, the News at right sidebar doesn't preview any recent news, but after we click News on the list, we see a lot of recent information provided at the page.

3. User Navigation
Many usable function which can be access in a simple way can also enhance web credibility. Penang e-government web does satisfied this matter as we can see from the screenshot above, language function is provided at the top of the page. Even though there are just 2 option for language (English and Bahasa Malayu), however this function gives convenience to local citizens who are poor in certain language.
Besides, the web also provide functions such as feedback, site map, event calendar, voting poll, quick links and others.

4. Advertisement
For some users, they might think that the advertisements annoy them and cause them unwilling to visit the web again. Regarding to Penang e-government website, it is hardly to be found a advertisement on the page.

5. Technical Problems
Website designers must design the web which provide functions that can perform under user expect. For example, most users who browse government website should expect the server should be responded fast enough to meet their request. Well, as there are variety of broadband services offered in Malaysia, this factor should not be a problem for browsing Penang e-government web.

As a conclusion, Malaysia e-government has implement several citizen's adoption strategies but such improvement still can be done.
